Help please: Labor Certificate Case was rejested

I received the reject letter for my Labor Certificate case.

It is closed due to intimely and imcomplete response for the employee letter.

Actually my boss signed the 45 day employee letter and send out on time, and we still keep the FedEx receipt.

Anyone know this situation, and what should I do?
