I am not an expert, here is just from my case:
1. you have to be a manager and or above level managing an overseas branch/office in a multinational company or org for atleast 2 years.i.e. you have worked in Motorola Beijing...
2. In your position, it would be much better if you have staffs from different countires reporting to you directly.
