yes, of course, but you need to give a written notice to your current lawyer to end your client-agent relationship and inform USCIS to remove the contact information of your current lawyer. Otherwise your approval notice after RFE submission will still ne sent to your current lawyer. They might demand you to pay the rest of fee even though they do not do anything for your RFE. It happened before.
You got your RFE maybe because your background not so strong or your case was not well prepared.
Some lawyers are really good but they do not handle your case directly and pass your case to paralegal. Some lawyer really does not know how to deal with NIW.
If you find a new lawyer, you can file a new G-28 form to USCIS. Your approval notice will be sent to your new lawyer.
