I don't think you need to worry about it

Since you are applying for LC, most probabily you will be on H1, and H1 allows immigration intention, so there should not be any problem admiting your LC application.

Another place for this question is on the tax form. I guess that is only for tax calculation purpose, and should not affect your status. Again, you are H1, and no need to worry about admiting it.

Actually, I feel it would be cool if Visa Officer asked whether you want to immigrate, since all the other guys in the visa interview will fear this question and answer absolute NO, but you have the right to frankly and loudly say YES. That's good feeling.
