關於2007年 MASTER 和 PHD 的H-1B 申請

2007年REGULAR H-1B APPLICATION 已經用完了. MASTER 和 PHD 的 名額也隻剩大約14000個. 請問2007年 MASTER 和 PHD 的H-1B申請時間一定是在明年四月份開始嗎? 現在到明年4月前能請嗎?
