I changed status in U.S many times. I was never asked to file I-539 with my original I-94 card. but today, I read I-539 instructions again. please help me understand this part:

An F-1, Academic Student

To request a change to F-1 status or to apply for reinstatement as an F-1 student, you must submit your original Form I-94.

that makes me feel confusion very much.
