I chnaged my status from J1 to F1 in TJ, Mexican before my J1 expired.I did not notify USCIS but just made an appointment for F1 visa application. I got checked but eventually got F1 in TJ.I think when I entered US first with my F1 visa from TJ, my I-94 was replced and this notified the USCIS that my status changed.I changed my status in Fall of 2004. I don't know if there is anything significant changed.Good luck!
