小白兔, please give me an advise

My LC (RIR) has been pending for 5 years (PD june 2001). People tell me sometimes that I should do something (such as writing a letter to local senator etc). I am not sure if it helps anything. But on the other hand I don't know if it is irresponsible of me that I am not doing anything. What's your advice? Should I just be waiting or there is anything I can do?
