I think that it worth a try. From what you describe, your hubby did well in China. All of his achievement there can be used to establish the point that he is excellent. And you can also push his case forward by stressing on how important his current research is. This will give INS an impression that he is an expert in this area.

1. You can also try NIW at the same time. It will increase the success rate although it might takes you more work.
2. Try to get good recommendation letters. Think of someone who might be able to help you. Try to establish network during scientific meeting, get along with his boss, etc.
3. Talk to some friends who did that either by himself or with lawyer. These people can provide you valuable suggestion on that.
4. Be patient. It is a lot of work to prepare GC application by yourself. He need to be persistent and keep working on that for certain amount of time. And you need to be very supportive.
