help for the recommendation letter(urgent! waiting on line)

I am preparing NIW these days, and one of my Recommendators wrote this
sentence for me "In addition, the NIW process will allow Dr. xxx to more
quickly establish an independent biomedical research laboratory in the U.S. to
train and educate the children and dependents of U.S. citizens. As is often
the case, the window of opportunity is very short to become an independent
scientist following postdoctoral training." What is the meaning of last
sentence? Is it good or not. Should I remove this sentence from the letter? I
am waiting for your help!
