小白兔, can you help me?

Dear XiaoBaiTu,

Can I ask you two questions?

1. My friend who works in company A got her Labor Certificate approved and wants to give it to me. I work in company B, but we work in the same field. Can I use her LC?

2. My wife is H4. She can not work, which means no W2 for her. But can she receive form 1099?

Any answers would be greatly appreciated. Thanks!
