請教：J1(research scholar)尚沒有辦waiver，可以轉F1嗎？

J1(research scholar)尚沒有辦waiver，可以轉F1讀學位嗎？或通過其他方法合法地讀書。
學校同意幫助辦F1的手續，但J1是否能夠轉F1不清楚。
