I totally agree with XBT. In my experience, CIS maybe use FBI as an excuse for any delay. When I filed a request of the status to CIS after my PD was current, I received a notice that my background investigation was not completed. But in less a month, I got green card. It was unlikely a coincidence that FBI cleared my case just at that time period
