PERM Denied

I filed PERM last September through special handling for teacher and it is denied this May. What can I do now?? I don't have an option to refile do I? Since my job offer started Aug 2004, the special handling for teacher has already expired. Appeal?? Their reason for denial is "Need original signature of the employer". I asked the department chair to sign, is that all wrong?? Thanks for your kind info..
