yes ! call 3-4 local police stations first see if any of them provide this service, choose one which is close to you. (bring you photo ID).

Before you mail out (to FBI), you MUST make sure to tell FBI you are preparing this (fingerprint) for Immigrate to Canada purpose( I remember there is a form).Otherwise, they will return the letter to you.
