Have to say you are somewhat responsible for yourself. Why you waited 6 years to file GC application?? 1997-2003.
Why don't you file NIW or so before 98, at that time it is sooooo much easier , then there was no NYDOT case!! even after that you can still file and it is sill much easier before 9/11. you wasted so many golden times. Considering you starting from 2003, your case is not that bad, lots fo 2001 PD guys (even in EB1-OR or NIW) are still stucked now.
