Appeal Questions, 請小白兔和各位專家指點

My NIW was denied last Nov, and my lawyer filed the appeal with some new documents. The appeal was sent to the Washington office in January. The USCIS office transferred my case and the documents to the appealing office in Washington early Feb. Later in Feb, the case was transferred back to the NSC appealing review office, then two days later it was again transferred back to the I-140 processing office. The newest update says that "Your applicaiton of I-140 has been received by office. It takes us from 30 to 60 days to proces this kind of cases. ..." It has been almost three months since then. Is this a good sign or bad one? Could you please give it a best guess what it actually means? Should I or my lawyer call in to push them a bit for a faster processing? Do you think asking a congressman to push a little bit in this case a good idea or will do any help? Look forward to hearing your instructive suggestions...
