Does prevailing wage really matter for H1B transfer?

I have waited for filing H1B for three weeks. Last Friday, I called lawyer's assistant, found out company wants to wait for 2nd time prevailing wage determination to file. They submitted the request to state 2 weeks ago, the prevailing wage came back as level iii. My salary is between level ii and level iii. Then they change the tiltle and job discriprtion, requested from state again. Now they are waiting for this prevailing wage coming back as level ii. Last tuesday, lawyer told me she has talked with previaling wage officer and it will work out soon. She never told me it has come back as level iii at the first time. The assistant told me this by accident. They wanted to hide this from me and pushed the filing one week after another. This annoys me. Company paid this lawyer.

I almost lost patience, I want to work ASAP and I did not expect to sit at home (I was laid off, my current status is H4 pending) to wait 2 month to file this H1b. I should have accepted another offer if I have known this would happen. Now can I just call company HR and push them to file? Also I need to know if this is final round regarding this prevailign wage, if it comes back again as level iii, they either need to file it with level ii salary or they need to raise my salary to level iii. I do not want them to file another prevailing wage request third time or fourth time to state. This thing has to have some closure, I do not worry about this salary as I applied old h1 half year ago with even lower salary, it was fine. Now my salary is higher than top 25% in my area by the industry salary survey.

Shall I talk with HR and tell them I want to work and I want this h1b filed soon? This unlimited waiting does not make sense. The big fuss about prevailing wage is not necessary.
