at first, I was confused too, the immigration guide say one thing and buffalo requirement guide say another thing, then I decide follow the general guide. like you said, first get fingerprint from local police station, then send it too cjis along with 18 dollar. and wait result afterthat. you can download fingerprint card from cjis.
I am going to send fingerprint to fbi on tomorrow lah
