Oct-1-2006 is the start of 2007 fiscal year.
Low efficiency of LC in BEC distributed DOS original prediction. The cut-off date has to move forward to avoid the waste of the visa numbers in Fiscal 2006 . However, the new fiscal year start, DOS have 12 months to control visa number. The cut-off date movement is very likely to stop for a while just like they did in fiscal year 2006. After all the demand is much higher than the available visa number, the retrogression is unavoidable unless the total visa number is increased.
India had already realized the current situation, they put more effort to support immigration reform.
