I would say it is a must that use a short paragraph to introduce their background individually in the petition letter to show the IO how they are qualified to evaluate your work. However, it may not be in the first page of your petition letter, and also remember do not say they have 150 papers while your CV showed 10 papers only. I mean do not emphasis this. General IO should has such an iden that s/he should not compare you and them. IF IO tries to compare you and them from your letter, no one could survive.
