possible H4 application?

Hi all,
I am on F1 OPT now, already got H1B, will be effective in March next year. My wife also applied H4 with me, but she left US during application. Could she apply for H4 after she come in US with F2 status and apply H4 inside US, before March next year(my H1B effective date)?
