I called CIS several times about my I140 RFE too, and different representitives gave different answers with the same case and same questions. Some of them also told me my I140 is under security check or background check, but some of them told me I have to wait because there are many cases before me at the VO's hand.
I do not think they know more than what we can see on the web about our case.
