Do as newly required for passport. Digital is fine, in my case.

I think they just do not want a digital photo printed by a ink-jet printer. You can send online to a near Ritz Camera shop and get it within one hour. You can print at least 6 copies in a 4x6 reprint and cost 29 cents.
