請教綠卡申請問題,這種情況有先例嗎?

我和老公一年半前來美,那時女兒差不多一周歲.由於怕來了不穩定,就沒有帶她過來.現在我和老公準備開始申請綠卡,想把女兒接過來.但是老公工作實在太忙,回不去.而我正在轉簽證(H4轉F1),也回不去.請問可以在女兒不在美國本土的情況下,也為她申請綠卡嗎?
我們夫婦兩個經濟很拮據,請不起律師.希望哪位高人能給予回答.或者給我們一個合理的解決方案.
