If you say "yes", you have to provide a paper document which shows that you are not a member now. And possibly you will be checked. And I also know some of the persons in China who want to immigrate to America were refused when they tell them their communist membership. Maybe you can talk to an experienced Chinese lawyer who should know how to handle with this. Good luck!
