I hope what you said comes true. But I also thinking this may not be the case.

If USCIS equally divided all visa number into 12 months, there will be some visa number left unused. But it seems to me, all these unused visa number were used on EB-3 Mexican and Indian. If you check the visa bulletin, chinese eb-3 advance a little, but Mexican and Indian advanced a lot. I think USCIS is trying to maintain a world wide EB-3 date for all countries. So they pour the visa number on the countries that are left behind.

EB2 and EB-1 advanced a lot, to me it may becuase there are less people approved. Because what kept them from approving is mostly likely the name check, which is out of the hand of USCIS.
