even if they want to. Sure they do benefit from oil price run-up; but eventually it's the market that determins the price. Producers is just a participant in the market, there are other participants such as intermediaries, industrial consumers, not to mention banks and hedge funds. No signle player has the dominant power to manipulate the market.
