it is possible for CP, however, you have to get your 140 approved firstly. For EB applicants, it is also possible. One of my friends works in the USA and lives in Canada (Border city). After his 140 was approved, he chose CP and it took about six months to get immigration visa and re-enter the USA. But it depends. Most people don't like to take a risk.
