Mistake or lucky?

I don't (migh never ever) understand why once a while some guys report that they get I-140 aproved within two or three weeks. According to USCIS, they will process in such a way of first come fisrt go. If we check their processing date for I 140 for both NSC and TSC, they are processing Jan 1 2006 in TSC and Dec 12 ( March 15) in NSC. Then how comes some guys sent their application at the end of March 2006 and got approved April 20 2006? Are those guys very special and INS officers just waiting for them to apply and then process them first no matter when they apply? Or it is just a mistake instead of lucky.
