If the current company does not take all related immigration liability ( successor-in-interest) of the of the previous company, you definitely need to start all over again. Otherwise, thing is still a bit tricky. If you already filed PERM under the old name, you can handle the name issue later in the 140 stage. Right now,if you file PERM under the new name, you need to supply the document showing the current company is a successor-in-interest of the previous company. It is very much possible that the case will be sent to audit, or even be denied during the name issue due to a bug in PERM software.
