The Maple card can be initiated at the border office, no problem. While Social Insurance Number(SIN = 工卡) can only be applied in the district of the address you provide to them, and it can only applied when the office is open (weekdays).

Goods to follow and Goods to carry forms are available at the boder office. They will fill in the form for you right away if you don't have it. Or you may search this forum to get the post about these 2 forms.

And you may apply for the SIN right away before you receive the maple card.
