用master 還是Ph.D for H1b? any idea is appreciated!

Master's in 2003; 6月開始用OPT去上班(學校教書, OPT申請已送出, 工資A); 8月ph.D
將畢業 (拿到ph.D後工資A+5K).

我偏向等到8月後用PhD申請h1b. 這樣一來以後的PERM 和現在的H1申請裏,關於我的背景
就一致了. 但HR 可能不知道我在申請OPT(以前都是和my future supervisor聯係的),HR
寫了封email, 發了個傳真向我要一些文件的複印件, 說是準備用我3年前的master's 給
我辦H1,因為quote "since we cannot wait until August to file (h1b)".

我的問題是
1. 在他們的招工作的廣告中要PhD or master's with 5 yrs of teaching experience
而現在HR用我的master's (obtained in 2003, no other teaching experience before
2003)申請,如果用master申請會不會有問題? 為了用master能申請到H1, HR在申請H1填表
操作時是降低job requirements?

2. 如果HR在申請H1填表時降低job requirements的話, 在以後申請LC時,為了更大的機會
能在EB2類我肯定堅持用PhD. 那PERM 打廣告的時候job requirements將會回到 MS+5 yr
or Ph.D, 這個會不會與上邊的衝突呢? 有人告訴我說實際上對我有利, 拿到Ph.D後有個
promotion, 是這樣嗎?
