It is called ITIN (Individual Taxpayer Identification Number). Go to IRS web site "http://www.irs.gov/plain/index.html", try to find and download the Form W-7 for applying ITIN. fill each one for your H4 spouse and child and send the W-7 to IRS, you can find the address of mail to from instruction of W-7. It needs about 2 weeks.
Beside for tax return, the ITIN can be also used for open bank account, driver license test and anywhen SSN is asked. (I believe SSN and ITIN are abslutely different, but they have exactly same format, therefore any guy who ask you SSN can not tell the difference of SSN and ITIN.) My wife used ITIN succesfully opened bank account and got driver license (of course the guy just ask her SSN, did not ask the original SSN card). After we received green card and applied SSN, just went to bank to change this number.
