140 in TSC

I got this email about the I-140 from TSC (Submited in Feb,2006).

It says will take 400 to 450 days to process the I-140,but my coworker's got approved already even submited at the same month (2/2006).
From the web, it is processing Jun,2006.
So does anyone have ideal about the process time of the TSC?
