You should submit your application to TSC. My I-140 & 485 orignially submitted to CSC in last Sept. were later transferred to TSC. I had thought to submit my I-131 to CSC but it got returned and I was told to submit where I-485 was. So you need to TSC rather than CSC. Hope this could help!
