You did not take NIW seriously.

You need to prepare a complete RFE response letter again to address three prongs of NIW.

Obviously you need to hire a lawyer/NIW expert or get a good pckage to help you. I do not think you can handle it by yourself.

"講H1B 將要用完" is a very very poor excuse to address the 3rd issue of NIW since it has nothing to do with NIW.
