How did he get LPR? if it's through marriage to US citizen then sorry, he has to wait full five years since LPR to file for spouse immigration. You can still marry now, USCIS has no say on when and who he can marry, USCIS can only limit him when it comes to immigration sponsorship for a new wife. So marry him now and it can be over two years when your I-485 about to adjudicate and you get GC with no condition attached.

But if he got LPR through any other categories, he can file for you now with his citizenship certificate, no quota.
