It is hard to say if it is a bad sign or not.

Generally speaking, if your RFE is well prepared and you will get your case approved in two or three weeks.

The long time waiting usually resulted from poor preparation of RFE response, but it doesn't mean your case will get denied definitely.

I heard of somebody waiting for more than 3 months before his RFE got approved. Of course his lawyer did not do well in his first RFE response (without any recomm letters, just unbeliveable, huh!). Fortunately he got another RFE to request independent letters, then waiting for a substantial long time before his case got approved. of course his background is not weak.

I have no any clues about your background and how your RFE was prepared, and can not give any more opinions about your case.
