Has Anyone Ever Filed an immigration visa petition on your behalf ?

My labour just got approved, has not file 140 yet.

Can I say NO to this question ?
Or I have to say YES.

My understanding is the first step of GC (Labour) is not a visa petition, right ?

By the way, I am in Canada. and I am plnning to get an H4 in Canada
