were you transferred to department A in TSC, why just LC based

I am NIW, my case was transferred from CSC to TSC, department A.
There was news that EB2 were approved. But it seems that they are not NIW. Are they doing the NIW cases after transferring, or they are just doing the cases which are not NIW. Are the two types of cases belong to the same department?
