4. I don't think he can apply for OPT anymore.I asked the same question to a lawyer. Here is the answer.

He should not be getting OPT on an F-1 visa since he is a pending adjustment applicant. Even though he was in F-1 status when he applied for adjustment of status, he should file for EAD only based on his I-485, not based on OPT and an F-1. He actually technically fallen out of F-1 status by virtue of filing an I-485 - declaring an intent to immigrate -- which is not allowed in F-1 which requires only an intent to be here temporarily. But he is allowed to be here (and even study without F-1) while the I-485 is pending. So the university should not file for OPT for him.
