You have to provide the official job offer letter. Although there might be some statement of the term of your position, for example, from Jan, 2004-Dec 2007, you should provide another short letter from your department chair, and co-signed by dean of your school, and add on one sentence like this "Please be informed that the term of job offer does not mean the time of terminating the position, but rather a time for evaluation. It is the university's policy that all non-tenured faculty should be hired on a term base."
In this way, you get around with the 'temporary' nature of non-tenure-eligible faculty positions, because you are telling the truth that even tenure-track faculty should be evaluated at certain time before they are offered a 'real' permenant job, as 'tenured'.
This has happened many times in NSC. There are some officers there quite picky for this kind of cases. So you are just in bad luck.
You can appeal your case by submitting your formal offer letter, together with a letter I described above. Be sure to address the issue clearly and use the term "it is the university's policy..."
