國會移民法對合法移民不一定是一件好的事情

2001年， 克林頓總統批準245(i)特別條款, 讓非法移民付一筆罰款在美國轉換身份. 很多非法移民(300,000+)申請了勞工證,原來隻要幾個月批準的RIR因為新案太多, 加上政府人手不夠在很多州拖了幾年, 有些人到今天還在等Backlog Center的批複.

這次的移民法如果通過, 估計一千一百萬非法移民中的一半有機會申請綠卡, 另一半將申請簽證, 這個負擔(1,100萬)會迅速地加到已經人手不夠的USCIS處理部門上. 對已經申請或者目前準備申請綠卡的移民申請者來說, 衝擊很大的.
