Xiaobaitu and other experts, I need your help!

My LG got divorced in 1995. Both he and his ex-wife were in the U.S.in 1995. They asked their friends in China as the representatives to do the divorce for them. They got a certificate from 法院. Then they notorized the certificate.

My situation is that after my I-485 interview, local USCIS requested the Divorce booklet issued by the approriate civil authority. My LG doesn't have the booklet because 法院 doesn't issue the Booklet.

I heard that if both parties are in the U.S., they shouldn’t ask reprehensive to do the divorce for them in China. The certificate issued by 法院 is invalid. If this is true, it will cause a serious problem for my 485 application.
