it's really case by case. It seems you didn't well prepare for your first submission. You need to do more home work before you submit your RFE. you have to convince the officers that your research is in a national scope, and you are superior to most of others (publications, citations etc.) Also, find the big names to write the support letters for you.

I do suggest you find a good lawyer to help you to make sure the path you're working is right.
