She should go to the biometrics appointment. Otherwise a failure to
appear might cause some other type of systemic problem and we don't want
to have any more problems.

As fate would have it, the CIS has a new policy where service Centers
are going to share responsibility for the adjudication of various types
of applications. Now the TSC and MSC are sharing so perhaps it wouldn't
cause such a stir. I think it is worth a try, but I understand if you'd
rather wait it out.
