Most countries would NOT issue visas to US B1/B2 visa holders. You can check the embassy/consulate website or call them. As far as I have heard, only US residents including H F J O etc visa holders can do this in US. B1/B2 holders might get lucky in Buffalo NY but that bases on LUCK.
