NIW is self-sponsored

As far as I understand, NIW is self-sponsored. You don't need to get support from NIH to apply for NIW. Therefore, you can just apply that like everybody else. But there are something special about NIH that you need to pay attnetion:
1. It might be harder to get H1 from NIH than other reseach institute. If you get J1 instead, you have to go through waiver before you get your I-485 done.
2. NIH has policy forbidding its employee to write recommendation letters for immigration purpose. Therefore, you might not be able to get any letter from NIH, including your boss. I contacted one NIH professor last year and was told that she wasn't able to write a supporting letter for her postdoc. I don't know whether someone would choose to violate the regualtion but it is better that you don't count on that.
