Help:I-485,PD and Center processing time

Hi, Friends:
Would you please explain what the relation between the Priority date and the immigration center processing time is? For Chinese I-485, if the PD is current, but the processing time for I-485 has not arrived, is it possible for the immigration center to work on your file? Thanks
